Third is No Distinction Between Terror Sponsors and Terrorists, a policy that holds state actors equally accountable for their support of terrorism. This last point was underscored by Modi’s allegation that senior Pakistani military officers were openly seen at the funerals of terrorists neutralized by India, further confirming state complicity.

By asserting that “terror and talks cannot coexist, and blood and water cannot flow together,” the Prime Minister reaffirmed India’s hardened diplomatic stance. He declared that any future dialogue with Pakistan will be limited solely to terrorism and Pakistan-Occupied Kashmir, reflecting a narrowing of India's diplomatic agenda with its western neighbor.
