BHAVYA Rasayan Scheme Will Be a Key Driver of Green Industrial Development

 


Integrated chemical parks will strengthen manufacturing, attract investment, and promote sustainable industrial growth across India.

The scheme combines world-class infrastructure with environmental safeguards to position India as a global chemical manufacturing hub.

India's economy is steadily moving towards manufacturing-led growth, making the chemical and petrochemical industry increasingly vital to its development. From agriculture and pharmaceuticals to textiles, automobiles, electronics, defence, energy, construction, and consumer goods, almost every sector depends directly or indirectly on the chemical industry. Therefore, if India aims to emerge as a global manufacturing hub, it must provide the sector with world-class infrastructure, advanced technology, and environmentally sustainable industrial ecosystems. Recognising this need, the recently approved BHAVYA Rasayan Scheme represents a forward-looking initiative for developing integrated chemical parks. On Friday, the Union Cabinet, chaired by Prime Minister Narendra Modi, approved the scheme, under which three world-class chemical parks will be established across the country with a total financial outlay of ₹3,030 crore.

The scheme's greatest strength lies in the fact that it goes far beyond merely allocating land for industries. Instead, it seeks to create a comprehensive industrial ecosystem. Developed under a plug-and-play model, these parks will provide ready-to-use infrastructure, including roads, electricity, water supply, gas pipelines, storage facilities, waste management systems, testing laboratories, safety mechanisms, fire protection services, digital connectivity, and efficient transport networks. This integrated infrastructure will significantly reduce both the time and cost required to establish manufacturing units.

Until now, one of the biggest challenges facing India's chemical industry has been its fragmented industrial structure. Manufacturing units have developed across different locations with varying infrastructure standards, resulting in higher logistics costs, lower operational efficiency, and inadequate environmental monitoring. The proposed chemical parks address these challenges by bringing similar industries together within integrated industrial clusters. Shared infrastructure and common facilities will improve resource utilisation while substantially lowering production costs.

The scheme is also expected to strengthen India's global competitiveness. Today, multinational companies are looking for destinations that offer lower production costs, reliable infrastructure, and a stable investment environment. With global supply chains undergoing significant restructuring, India has a valuable opportunity to attract international investment. If these world-class chemical parks are developed within the stipulated timeframe, they are likely to attract both domestic and foreign investors, boosting manufacturing capacity and significantly increasing exports.

Environmental sustainability has long remained a major concern for the chemical industry. Industrial pollution, hazardous waste, contamination of water resources, and air pollution have often affected the sector's public perception. A notable feature of the BHAVYA Rasayan Scheme is that environmental protection has been integrated into its core design. Modern waste treatment plants, common effluent treatment systems, safe storage facilities for hazardous chemicals, advanced emission control technologies, environmental monitoring systems, and comprehensive disaster management mechanisms will distinguish these parks from conventional industrial zones.

Industrial growth in the future cannot be measured solely by higher production. Across the world, governments and industries are increasingly focusing on sustainable development, green industrialisation, and reducing carbon emissions. If India seeks greater acceptance in global markets, it must increase production while meeting stringent environmental standards. These modern chemical parks can serve as a balanced model where economic development and environmental conservation reinforce each other.

Another important aspect of the scheme is the active participation of state governments. Financial contributions from both the Centre and the states have been incorporated for each park, ensuring greater accountability and stronger implementation. In the era of competitive federalism, states will compete to create more favourable industrial ecosystems, ultimately benefiting the country's overall economic growth.

The chemical parks will not benefit only large industries but will also stimulate the growth of micro, small, and medium enterprises (MSMEs). Easy access to raw materials, better logistics, and stronger linkages with large manufacturers will encourage the establishment of numerous ancillary industries. Packaging, logistics, machinery maintenance, laboratory services, engineering, industrial safety, and various support services are expected to generate substantial direct and indirect employment opportunities.

The chemical industry is also closely linked to India's strategic self-reliance. Demand is rising rapidly for specialty chemicals, electronic chemicals, battery materials, pharmaceutical intermediates, defence-related chemicals, and chemical products required for semiconductor manufacturing. Expanding domestic production in these sectors will reduce import dependence while protecting India from disruptions in global supply chains. This is crucial not only for economic resilience but also for national security.

However, the scheme's success will depend not merely on policy announcements or financial allocations but on effective implementation. Timely execution remains the biggest challenge. Many industrial projects in India have experienced prolonged delays due to land acquisition issues, environmental clearances, administrative bottlenecks, and poor coordination among multiple agencies. If similar obstacles persist, the expected benefits of the scheme may not be fully realised. Therefore, robust project management, transparent monitoring, and clearly defined accountability mechanisms will be essential.

It is equally important to ensure that environmental standards are strictly enforced. Industrial expansion has often witnessed regulatory compromises that adversely affect local communities, water resources, and natural ecosystems. Independent environmental audits, real-time monitoring systems, and stringent compliance mechanisms should become integral components of the scheme. Greater transparency and active participation of local communities will further enhance public confidence.

Research and innovation will also determine the long-term success of India's chemical industry. Expanding production capacity alone will not be sufficient. Equal emphasis must be placed on developing high-value specialty chemicals, green chemistry technologies, and sustainable production processes. If these chemical parks evolve into collaborative centres linking industry, research institutions, and universities, India can emerge not only as a manufacturing powerhouse but also as a global innovation hub.

Skill development represents another critical pillar. Modern chemical industries require trained technicians, safety professionals, environmental engineers, chemical scientists, and experts in digital manufacturing technologies. Establishing skill development centres alongside these parks and promoting industry-academia collaboration will improve workforce quality, productivity, and long-term employment prospects.

Ultimately, the BHAVYA Rasayan Scheme should not be viewed merely as an initiative to establish three chemical parks. It reflects a significant shift in India's industrial development strategy by integrating infrastructure, manufacturing, environmental sustainability, innovation, and employment into a single growth model. If implemented transparently, within the prescribed timeline, and in full compliance with environmental standards, the scheme can provide fresh momentum to India's chemical industry while strengthening the country's position on the global chemical manufacturing map.

Balancing economic growth with environmental protection is among the most significant policy challenges of our time. Equipped with modern infrastructure, shared industrial facilities, green technologies, and robust environmental safeguards, these chemical parks have the potential to become a practical model of sustainable industrial development. That will ultimately be the scheme's greatest strength and the foundation of its long-term success.

 

Key Scheme Details

Total Investment: The scheme has been allocated ₹3,030 crore for implementation during FY 2026–27 to FY 2030–31, comprising ₹3,000 crore for infrastructure development and ₹30 crore for administrative expenses.

Funding Pattern: The Central Government will provide financial assistance of up to ₹1,000 crore for each chemical park, while the respective state government must contribute at least ₹500 crore toward the project.

Infrastructure Model: Designed on a plug-and-play framework, the parks will offer shared world-class infrastructure, including Common Effluent Treatment Plants (CETPs), pipeline networks, and other common utilities, helping industries reduce logistics costs and improve operational efficiency.
