    Pradhan Mantri Awas Yojana-Urban (PMAY-U) 2.0 is a major housing initiative of the Government of India aimed at providing affordable and dignified housing to eligible families in urban areas. The scheme was launched with effect from September 1, 2024, and aims to support one crore additional urban families in constructing, purchasing or renting affordable houses.

The Ministry of Housing and Urban Affairs (MoHUA) is implementing PMAY-U 2.0 through four major verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Interest Subsidy Scheme (ISS).

What is PMAY-U 2.0?

PMAY-U 2.0 is the second phase of the Pradhan Mantri Awas Yojana-Urban. It focuses on helping eligible Economically Weaker Section (EWS), Low Income Group (LIG) and Middle Income Group (MIG) families obtain affordable housing in urban areas.

The scheme has an overall investment of ₹10 lakh crore, including Central Assistance of ₹1.60 lakh crore, for one crore additional households.

Four Components of PMAY-U 2.0

1. Beneficiary Led Construction (BLC)

Under BLC, eligible EWS families who own land can receive Central Assistance for constructing a new pucca house on their available land.

The house can generally have a minimum carpet area of 30 square metres and a maximum of 45 square metres.

Central Assistance of ₹1.50 lakh per EWS house is provided in most states. Higher assistance is applicable in certain special-category States/UTs as prescribed under the scheme guidelines.

2. Affordable Housing in Partnership (AHP)

Under AHP, affordable housing projects are developed through partnerships involving States, Union Territories, Urban Local Bodies and public/private agencies.

Eligible beneficiaries can get assistance towards affordable houses constructed under these projects. Houses under this vertical generally have a carpet area of 30–45 square metres.

3. Interest Subsidy Scheme (ISS)

The Interest Subsidy Scheme provides financial relief to eligible EWS, LIG and MIG families taking home loans for the purchase or construction of a house.

The income categories are broadly:

  • EWS: Annual household income up to ₹3 lakh
  • LIG: Annual household income above ₹3 lakh and up to ₹6 lakh
  • MIG: Annual household income above ₹6 lakh and up to ₹9 lakh

Eligible beneficiaries can receive an interest subsidy of up to ₹1.80 lakh, subject to the conditions of the scheme and the applicable home-loan criteria.

The subsidy is linked to eligible home loans sanctioned and disbursed on or after September 1, 2024.

4. Affordable Rental Housing (ARH)

The ARH component is designed for people who need affordable rental accommodation rather than home ownership.

It particularly focuses on urban migrants, homeless people, industrial workers, working women, construction workers, urban poor and eligible EWS/LIG households.

Rental housing can be developed by public or private entities, including through the conversion of vacant government-funded housing into affordable rental housing.

PMAY-U 2.0 Eligibility Criteria

To receive benefits under PMAY-U 2.0, applicants generally need to meet the prescribed eligibility conditions.

Key conditions include:

  • The applicant family should belong to the eligible EWS, LIG or MIG category, depending on the component.
  • The family should not own a pucca house anywhere in India.
  • A beneficiary who has already been allotted a house under certain Central Government, State/UT Government or Local Self Government housing schemes during the preceding 20 years is not eligible for PMAY-U 2.0 benefits, subject to the scheme guidelines.
  • Applicants must satisfy the specific conditions of the vertical under which they are seeking assistance.
  • Aadhaar-based identification is used in the application and beneficiary verification process.

Who Gets Preference Under PMAY-U 2.0?

PMAY-U 2.0 gives preference to several vulnerable and disadvantaged groups, including:

  • Widows and single women
  • Persons with disabilities
  • Senior citizens
  • Transgender persons
  • Scheduled Castes and Scheduled Tribes
  • Minorities
  • Other vulnerable sections of society
  • Safai Karmis
  • Street vendors identified under PM SVANidhi
  • Artisans covered under PM Vishwakarma
  • Anganwadi workers
  • Building and construction workers
  • Residents of slums and chawls

The scheme also promotes women's ownership or joint ownership of houses.

How to Apply for PMAY-U 2.0?

PMAY-U 2.0 has a unified online portal through which eligible beneficiaries can register for housing assistance and track their application status.

Applicants should provide the required personal, income, Aadhaar and other supporting information and select the applicable housing component based on their circumstances.

The application is subsequently subject to verification and approval according to the prescribed procedure.

The official PMAY-U website provides access to the PMAY-U 2.0 portal, application facility, guidelines, FAQs and dashboard.

Important Benefits of PMAY-U 2.0

PMAY-U 2.0 is intended to make urban housing more affordable for eligible families by supporting:

  • Construction of new pucca houses
  • Purchase of affordable houses
  • Affordable housing projects
  • Home-loan interest subsidy
  • Affordable rental accommodation
  • Housing for migrants and urban workers
  • Improved access to basic amenities

Houses supported under the mission are required to have basic amenities such as kitchen, water supply, electricity and toilet.

PMAY-U 2.0 is an important step towards the Government's vision of Housing for All in urban India. By combining home construction assistance, affordable housing projects, interest subsidy and rental housing, the scheme provides different housing solutions according to the needs and financial circumstances of eligible families.
